Project Overview
GOALS: Build high resilience public safety infrastructure; ensure faster emergency response times.
The primary objective for this critical national infrastructure project was twofold: to engineer a public safety system with exceptionally high resilience and to demonstrably shorten emergency response times. This goal aligns directly with Arbana’s core value of “Resilience by Design” and its foundational purpose to “safeguard lives” and “empower governments”. The project aimed to create a unified ecosystem that ensures absolute “operational continuity”, even under the immense pressure of a large-scale, cascading crisis.

Saudi Arabia’s growing metropolitan areas needed unified emergency operations that could handle high call volumes, multiple data streams, and real-time incident coordination. Existing systems were fragmented and outdated, threatening response times and public trust.

- ABOUT THE PROJECT
Arbana’s leadership oversaw the end-to-end integration of surveillance, emergency communications, and command operations to deliver next-generation 911 centers in Riyadh and Dammam. With over 15 years of field-proven security experience, Arbana orchestrates every layer of protection, from sensors to software.
This orchestration involved the convergence of multiple, complex systems into a single, cohesive entity. It drew upon Arbana’s deep capabilities portfolio, including “Surveillance & Monitoring” (such as Smart CCTV and video analytics) , robust “ICT & Networking” (the data infrastructure and cybersecurity layers) , and the “Command & Control (C2)” platform itself. This project is a flagship example of serving the “Ministries of Interior & Defense” sector , providing a turnkey solution from initial design to full operational deployment.
- OUR APPROACH
- Unified Technology Stack: Arbana converged physical security (intrusion detection, perimeter protection) with digital platforms (command dashboards, GIS) to provide a single source of truth. This approach is the practical application of Arbana’s “Integrated Tech Stack”. The physical security component drew from the “Perimeter Protection” (IDS) capability , while the digital platforms were a direct implementation of the “Command & Control (C2)” solution, which fuses “Integration platforms, GIS, PSIM, dashboarding, and incident response workflows” into one seamless operator view.
- AI-Powered Analytics: Real-time behavior recognition and threat prediction enabled dispatchers to prioritize calls and pre-empt cascading crises. This is a direct deployment of Arbana’s “INNOVATION & AI EDGE”. “Behavior recognition” from “Smart CCTV” analytics can automatically flag anomalies (e.g., unusual crowds, vehicular accidents) before a call is even placed. “Threat prediction” uses AI to correlate multiple, seemingly unrelated data streams (e.g., a call from one location, a social media alert from another, and a traffic camera feed) to identify a larger, “cascading crisis” and automatically escalate the required response.
- Training & Lifecycle Management: Arbana delivered manuals, operations training, and preventative maintenance plans to ensure continuous uptime and operator readiness. This demonstrates “End-to-End Ownership” and is a core component of the “Training & Lifecycle Management” capability. By providing comprehensive “Manuals, operations training, preventative maintenance, spare parts, [and] SLA compliance” , Arbana ensures the system and its operators remain effective long after installation, guaranteeing “operational peace of mind”.

The new 911 centers cut response times, increased situational awareness, and set a benchmark for emergency operations in the Gulf. By owning the entire lifecycle—from design to maintenance—Arbana provided accountability and resilience.
The impact is a direct and measurable result of the approach. The reduction in response times is a direct consequence of the “AI-Powered Analytics” and the “Unified Technology Stack” eliminating dispatcher guesswork. The “increased situational awareness” is the direct product of “GIS Integration” and “Smart Dashboards” providing a single source of truth.
